Ethics Policy Advice and Adhocracy - New blog entry as part of the German-British joint project on “Ethics and Expertise”
In a recent blog entry for the research project "Ethics
and Expertise beyond Times of Crisis: Learning from international varieties of
ethics advice", Lars Wenzel (University
Bielefeld) delves into the concept of “Ethical Adhocracy”, developed during the
preceding pilot project. The article discusses how ethics advice in Germany and
the UK evolved in an ad hoc way during the Covid-19 pandemic, highlighting a
shift away from traditional demands on decision-making structures.
Studie zu Wissenschaftskulturen erschienen
Im Auftrag der VolkswagenStiftung ist soeben eine Studie zu Wissenschaftskulturen in Deutschland erschienen. Die Studie verweist auf signifikante kulturelle Differenzen innerhalb des Wissenschaftssystems und zeigt, dass das Verhältnis zwischen Wissenschaft und Gesellschaft in den untersuchten Feldern (Soziologie, Environmental Humanities, KI-Forschung und synthetische Biologie) sehr unterschiedlich definiert wird. New report on Science-for-Policy Ecosystems by the European Commission
The Joint Research
Center (JRC) of the European Commission has just issued a report (author: Butz
Pedersen) on the comparison and evaluation of ecosystems of science for policy.
The report discusses how institutions and procedures of policy advice and
expertise within European states are interlinked. The

New publication on global climate and health policies
Climate change affects
multiple social and environmental determinants of health. In a
recently published paper, Holger Straßheim compares forms of expertise and

New Research on Ethics Advice during the Pandemic
A recent article published by researchers from Bielefeld University in ‚Risk, Hazard & Crisis in Public Policy‘ shows that during the pandemic in Germany multiple understandings of expertise and ethics advice existed. This explains why ethics advice was sometimes described as a technocratic and at other times as a political instrumentalization of science. Based on the concept of ‚ethical adhocracy‘, it is argued that, especially in times of crisis, these seemingly opposed claims can be explained by co-existing and temporally changing logics of how ethics advice is formulated and used to advise policy-makers. The paper is based on an analysis of policy documents and workshops with ethical experts and members of organizations relevant to the German COVID response. The aim is to understand how epistemic and ethical claims are linked, to reconstruct the underlying temporal structures, and to identify when ethical dilemmas and controversies arise. A clearer understanding of these logics is needed to improve national crisis response and governance during future crises. Gemeinsam mit Prof. Jessica Pykett (Universität Birmingham) sowie
weiteren Kooperationspartner*innen der Universität Sheffield, der
Universität Melbourne, des Nuffield Council on Biothics und der
Karlshochschule hat Prof. Dr. Holger Straßheim Drittmittel für ein
deutsch-britisches Verbundprojekt eingeworben. Das Forschungsprojekt mit
dem Titel "Ethics and Expertise beyond Times of Crisis: Learning from
international varieties of ethics advice" wird vom britischen Economic
and Social Research Council (ESC) mit umgerechnet mehr als 960.000 EURO
gefördert.
Contested Futures in World Politics: Institutions, Actors, and Objects
Together with Prof. Henrike Knappe (Technische Universität Berlin) and
Prof. Tobias Berger (Freie Universität Berlin), Alejandro Esguerra
co-convenes a workshop on "Contested Futures in World Politics: Actors,
Institutions, Objects". The workshop is funded by the Cluster of
Excelllence Contestation of the Liberal Script. This is the programm.

New journal article on UK pandemic policy
The paper explores the legacy of the pandemic for future science-advice policy relationships by investigating how the UK government's engagement with ethical advice is organized institutionally. We provide an analysis of some key ethical moments in the UK Government response to the pandemic, and institutions and national frameworks which exist to provide ethical advice on policy strategies. The paper is one of the outputs of our international research project "Ethic and Expertise in Times of Crisis" (Bielefeld University and Birmingham University).

The Center for Interdisciplinary Research (ZIF) at Bielefeld University has decided to fund an international workshop on global philanthropic organizations. The workshop titled "Evidence-based benevolence? The role of philanthropic organizations global public policies" will be chaired by Prof. Dr. Alexandra Kaasch, PD Dr. Marc Mölders, Dr. Evelyn Moser (Bonn), Prof. Dr. Oliver Razum, and Prof. Dr. Holger Straßheim. In areas such as global public health, climate change, or poverty allevitation, philanthropic organizations have become both the providers and proponents of evidence-based policies. The workshop investigates the implications by assembling internationally renowed researchers. What do we know about the impact of evidence-based and data-driven policies on policy decisions? What are the underlying political and epistemic belief systems? What are the consequences for democracy?
The workshop will take place on March 27-29 at the ZIF.

Alejandro Esguerra has just published a new article on "Translating the Anthropocene: Indigenous Activists and Human Rights in infrastructual Projects" in International Studies Review. In this article, he asks how infrastructures responsible for the Climate Crisis become sites of indigenous human rights activism. Activists create new norms mobilizing indigenous cosmologies. Theories of translation allow to explain this constitutive process of norm emergence.
The article is part of a Forum honoring the work of Thomas Risse.
[Weiterlesen]Straßheim as Research Fellow in Bologna
The Institute for Advanced Studies (IAS) at the University of Bologna has granted Holger Straßheim a Research Fellowship. From September to November, Straßheim will both discuss and develop further his research on expertise in world society at the IAS. Moreover, he will engage in an exchange with colleagues such as Elena Esposito from the Faculty in Bologna and other fellows. Straßheim will return to Bielefeld for the summer term 2023.

Hybrid Workshop Geneva | Objects of Expertise II: The Politics of Socio-Material Expert Knowledge in World Society 16.-17.06.2022
Alejandro Esguerra convenes an international workshop on "Objects of Expertise II" exploring how expertise and politics can be studied through the lens of objects. The workshop is co-sponsored by the Global Governance Centre (Geneva), the Dept. of International Relations and Political Science (Geneva) and the Institute for World Society Studies (Bielefeld).
