Productive Failure? Security Governance Reform in Post-war Guatemala.
Markus Hochmüller (FU Berlin).
After the end of Guatemala's civil war in 1996, the government, their international partners, and experts from across the globe tried to rebuild the country's notorious security sector. Despite all these efforts, Guatemala remains one of the world’s most violent countries where security institutions remain weak. In this talk, Markus Hochmüller explores Guatemala's security governance reform process to explain why and how politicians, bureaucrats, and experts fight over the way security is governed – and to what effect. Tracing the struggles between competing camps of Guatemala's transnational security reform field, Hochmüller shows that failure can be beneficial to the actors of the field, as, for instance, shortcomings in previous reform cycles provide opportunities to a new generation of reformers to engage with security governance in novel ways.

Grounding Plurinationality: Negotiating land and territory in the Bolivian Chiquitanía. Marie Jasser (Universität Wien/Universidad Nur, Bolivia).
In the Bolivian Chiquitanía, direct effects of the climate crisis on everyday life are increasingly evident. Extreme weather events like high temperatures, storms, droughts, floods, and wildfires have become commonplace over the past decade. Against this backdrop, Marie Jasser analyses territorialities, land use and tenure in the Bolivian plurinational framework. Plurinationality as a project encompasses the coexistence and recognition of multiple forms of production and relations to nature. Currently, the expansion of the agricultural extractivist frontier and extreme weather events put increasing pressure on territories that are not incorporated into industrialised agriculture, creating tensions within the plurinational state.

"Naturaleza en el urbanoceno metropolitano en México". Sofía Mendoza Bohne (Universidad de Guadalajara, México).
Sofía Mendoza Bohne es profesora, investigadora y jefa del Departamento de Estudios Socio Urbanos del Centro Universitario de Ciencias Sociales y Humanidades (CUCSH) de la Universidad de Guadalajara (UdeG). Es licenciada en historia por la Facultad de Filosofía y Letras de la UdeG y realizó su maestría en ciencias sociales en la UdeG. Mendoza Bohne hizo su doctorado en historia en 2016 bajo la supervisión de Olaf Kaltmeier (título: “The Meanings of Water in everyday life, Mesa Colorada a local history”). Es miembro del sistema nacional de investigadores de Mexico (SNI) desde 2016.

Alejandro May Guillén es investigador social y activista en temas de participación ciudadana. Desde 2020 cursa el doctorado en Estudios del Desarrollo en el Instituto de Investigaciones Dr. José María Luis Mora con enfoque en problemas y perspectivas latinoamericanas y participación ciudadana a nivel subnacional. May Guillén realizó su Maestría en Ciencias en Producción Agroalimentaria en el Colegio de Postgraduados (Instituto Mexicano de Tecnología del Agua [IMTA]). Es licenciado en Comercio Internacional y Aduanas por la Universidad Politécnica del Golfo de México.

"MEMORIA DESDE EL ARTE: FALSOS POSITIVOS EN COLOMBIA" con Johan Forero (Universidad Pedagógico Nacional - Colectivo Arbítrio_Mafapo).
Las tecnicas graficas los ultimos anos han tenido una actividad importante como metodo y did6ctica para la denuncia social y la busca de una recuperacion simbolica de distintas comunidades. Esta tecnica sirve como un metodo educativo que permite reconocer las capacidades de los participantes en torno a los intereses p16sticos de cada sujeto. En este contexto, el grabado permitio procesos de memorializacion de las madres de los falsos positivos. La charla busca senalar el arte como veh(culo para la memoria y las dificultades que se presentan en el trabajo con las personas que han sufrido hechos victimizantes.

COLLOQUIUM INFORMATION for Tuesday, October 17th 2023: „Agencia femenina en el Occidente novohispano: denuncias y peticiones de mujeres, en náhuatl y en español“. Rosa Yáñez Rosales es profesora de la Universidad de Guadalajara (Centro Universitario de Ciencias Sociales y Humanidades) e hizo su doctorado en Antropología en la UNAM. Su investigación se centra en la política lingüística, el náhuatl, la educación bilingüe y la sociolingüística crítica. El libro “Escribiendo desde el occidente colonial: Paleografía, traducción y vocabulario de 20 documentos en náhuatl, 1557-1737” (2022; Coords.) es una de sus publicaciones más recientes y reúne voces de comunidades indígenas asentadas en el territorio de los estados de Jalisco, Nayarit, Michoacán, Colima y Zacatecas. Se observa que las comunidades se apropiaron de la escritura alfabética y la utilizaron como herramienta para reclamar, denunciar, aclarar, etc. El uso de la lengua náhuatl manifiesta que las comunidades participaron de manera activa en la definición de su situación presente y futura.

COLLOQUIUM INFORMATION for Tuesday, June 20th 2023: Marjorie Agosín’s Poetic Voice of Hope and Resistance: An Anocritical Reading. Roberta Maierhofer (CIAS, Universität Graz)
By defining the field as a way of thinking and an approach to transcend cultural, political, and historical boundaries, Inter-American Studies offers an understanding of academia itself as in flux. Accepted boundaries of time and space as well as of language and culture – both in Europe and the Americas – are questioned, thus encouraging new structures of thought. A redefinition of research areas away from national connotations towards regional (hemispheric) denotations offer unexpected discoveries of similarities and differences. By applying the theoretical lens of anocriticism, Marjorie Agosín’s book A Cross and a Star: Memoirs of a Jewish Girl in Chile (1995/2022) can be read as a ‘narrative presence’, where an otherwise untold family history is remembered and recreated as a unique experience of past lives with implications for the present and future. Similar to the scripted recollections of her mother, Agosín uses the process of writing not to establish a chronological documentary, but to create a hopeful voice of poetic resistance to established modes of perception.
