Productive Failure? Security Governance Reform in Post-war Guatemala.

After the end of Guatemala's civil war in 1996, the government, their international partners, and experts from across the globe tried to rebuild the country's notorious security sector. Despite all these efforts, Guatemala remains one of the world’s most violent countries where security institutions remain weak. In this talk, Markus Hochmüller explores Guatemala's security governance reform process to explain why and how politicians, bureaucrats, and experts fight over the way security is governed – and to what effect. Tracing the struggles between competing camps of Guatemala's transnational security reform field, Hochmüller shows that failure can be beneficial to the actors of the field, as, for instance, shortcomings in previous reform cycles provide opportunities to a new generation of reformers to engage with security governance in novel ways.

Grounding Plurinationality: Negotiating land and territory in the Bolivian Chiquitanía. Marie Jasser (Universität Wien/Universidad Nur, Bolivia).

In the Bolivian Chiquitanía, direct effects of the climate crisis on everyday life are increasingly evident. Extreme weather events like high temperatures, storms, droughts, floods, and wildfires have become commonplace over the past decade. Against this backdrop, Marie Jasser analyses territorialities, land use and tenure in the Bolivian plurinational framework. Plurinationality as a project encompasses the coexistence and recognition of multiple forms of production and relations to nature. Currently, the expansion of the agricultural extractivist frontier and extreme weather events put increasing pressure on territories that are not incorporated into industrialised agriculture, creating tensions within the plurinational state.
